The Emergency Management Act 2006 (the Act) provides the legislative basis for emergency management arrangements in Tasmania. The Act establishes a flexible emergency management framework, makes provisions for the establishment of emergency management committees at State, Regional and Municipal levels and details the functions and powers assigned to the State Emergency Management Controller, Regional Emergency Management Controllers, Municipal Emergency Management Controllers and other Authorised Officers.
The Department of Health and Human Services (DHHS) is currently responsible for administering more than 35 Acts and associated Regulations. The principal pieces of legislation in relation to DHHS emergency management are:
- The Poisons Act 1971 and Regulations 2008;
- The Public Health Act 1997 and associated Guidelines;
- The Food Act 2003; and
- The Radiation Protection Act 2005.

The purpose of this Direction is to detail leave and related arrangements applicable to a State Service officer or employee who is a registered volunteer in a specified emergency service organisation and attends an emergency response situation during normal working hours.
